I made these on a Tuesday when I had exactly one zucchini too many and some leftover orzo sitting in the fridge. Happy accident. The brown butter is what makes this — it takes maybe three extra minutes and it completely changes the flavor of the filling, giving it this nutty, rich quality that you wouldn’t expect from a fairly simple vegetable dish.
You’ll want a decent toaster oven baking pan for this one, since the zucchini needs some room and you want good heat circulation underneath. A cramped pan is the fastest way to end up with steamed, sad zucchini instead of roasted. Give them space.
The filling is basically a quick stovetop thing — brown butter, garlic, cooked orzo, a little cream cheese to bind it, Parmesan for saltiness and depth. It comes together in about 10 minutes while the zucchini does its first pass in the oven. Par-roasting the shells before stuffing them is the step most recipes skip, and it’s the reason these actually hold their shape and don’t go watery. Trust it.
If you don’t already have a reliable toaster oven that reaches a real 425°F, this is honestly a good recipe to test yours with. The high heat is what gets the panko topping properly golden instead of just… sitting there. Serve these straight out of the oven. They do not improve with waiting.
Toaster Oven Crispy Brown Butter Roasted Garlic and Parmesan Orzo-Stuffed Zucchini Boats
Tender zucchini halves stuffed with garlicky, cheesy orzo, roasted until the tops are golden and a little crunchy at the edges. Easy enough for a weeknight, good enough to actually look forward to.

Prep the zucchini

Preheat your toaster oven to 425°F on the roast or bake setting.

Halve the zucchini lengthwise and use a spoon to scoop out the centers, leaving about a 1/4-inch shell. Don't dig too deep or they'll fall apart. Roughly chop the scooped-out flesh and set it aside — you'll use it in the filling.

Brush the zucchini shells all over with olive oil, sprinkle with salt and pepper, and place cut-side up on your toaster oven baking pan. Roast for 10 minutes, just to get them started and dry out a little.
Make the filling

While the zucchini roasts, melt butter in a small skillet over medium heat. Keep going until it smells nutty and the milk solids turn golden — about 3 minutes. That's the brown butter. Add the minced garlic and the reserved zucchini flesh and cook for 2 minutes, stirring, until fragrant and most of the moisture cooks off.

Remove from heat. Add the cooked orzo, milk, cream cheese, red pepper flakes, parsley, and all but about 2 tablespoons of the Parmesan. Stir until everything is creamy and combined. Taste it. Adjust salt.
Fill and finish

Pull the par-roasted zucchini out of the toaster oven. Spoon the orzo filling generously into each shell — pile it up a little, it's fine if it mounds.

Mix the panko with the remaining Parmesan and scatter it over the tops of each boat.

Return to the toaster oven and roast at 425°F for another 10 to 12 minutes, until the tops are deeply golden and a little crunchy. If your toaster oven has a broil setting, hit it for the last 2 minutes. Finish with fresh parsley and serve immediately.
Notes
Cook the orzo just until al dente since it'll roast more in the oven — slightly undercooked is actually perfect here. If your zucchini are on the smaller side, use 3 instead of 2. The filling can be made up to a day ahead and refrigerated; just let it come to room temp before stuffing. Leftovers reheat well in the toaster oven at 375°F for about 8 minutes.
